Clr Ferris Cowper, report to BLPC

These are some extracts from the report given to the Parish Council on the 18th December 2012 by County Councillor Ferris Cowper.

| | Liphook Junior School/The Avenue
I have secured agreement from Traffic Management to carry out an observation of traffic behaviour at the school in the new term. When this is available I will call for a second meeting at the school with key parties and there will be a discussion about suggested options. Initial views are that it is a very difficult situation but that there are alternative circulatory systems that could be devised.
In addition, HCC Strategic Transport Planning are conducting an audit of car parking facilities at the school. Quoting from an email, they say;
“Sorry I am unable to confirm exactly when I will be undertaking the Liphook audit at this stage, but it will definitely take place before the end of the school term. A letter has been sent to the headteacher and admin officer in this regard.
Your understanding is correct in that we are not considering or developing specific plans for the Liphook infant and junior schools as part of this particular exercise. Instead, the intention is that our audits help to provide an evidence
base to inform the development of future school parking policy, which should in turn help decision making as specific proposals for individual school sites come forward.”
This study looks to be useful but I suggest may not deliver any near term benefits. I suggest we focus on the Traffic Management study, therefore.
Junction Gunns farm with Midhurst Road
I met Traffic Management on site. The junction seems safe despite the fact that a car mounted the pavement as I was observing and nearly hit me! The painted warnings in the road are badly worn and can be repainted. After assessing the drivers’ visibility of the junction from the twisty approach it was felt that one more road sign could, on balance, be helpful.
Liphook Square – Major project
A site meeting took place today between the Parish Council and Hampshire Highways. I apologise for being too unwell to attend. I am briefed that it was agreed that the full project will go ahead but not until the Summer. I’m happy to support this agreement. | |
