Ice rink?

Driving home from Old Thorns tonight I noticed how reflective the road surface is and that got me thinking about ice and the lack of grip on our newly surfaced roads. I thought they were going to redo them in September? I remember someone asking about it before but I'm not sure if we ever heard anything back.
As it was -1 outside I didn't want to get out and test the slipperiness but on that bend heading out towards Old Thorns where the crash was last year (or year before) it looks like it could be a real problem if it's icey.

There was a lot of water there the other day, at the Longmoor Road end, I think it was a broken pipe, there was a man down a hole and water gushing over the road.
