Police Liaison Forum

Just so everyone on this site is aware, especially after recent events around the green and elsewhere in Liphook, the next meeting of the Police Liaison Forum is scheduled to take place on Thursdy 27th September at 7:30pm in the Canada Room at the Liphook Millennium Centre.

Representatives from organisations throughout the community will be invited to attend together with members of the EHDC Community Safety Partnership. The Forum is open to all members of the public.

I think it important to make use of these events which give the public chance to have their say and explain their fears and concerns.

I will be attending and I hope that many interested local residents will also attend.

I am fed up as I will not be able to attend. Won't leave London until about 8pm that night.

I really wanted to raise the issue of Passfield and the recent car break-ins. ( 9 in one night!). I beleive that because Passfield is unlit by street lamps it encourages such behaviour in those with an existing penchant!

No body can see them, so nobody can report them!

I also wanted to know if they (the police) were planning to enforce the new 30mph limit and how they are planning to do so - seeing as they are unable to enforce the 50mph one?

If at all possible could you be my proxy?

According to the Liphook Herald dated 28/9/07 which I purchased today, there is a article describing what was said at tonights meeting. I suppose it saves having to attend if the paper can predict the future.

I attended the meeting and I think it went quite well. I thought it was very positive. There was a talk given by Inspector Laurie Rickwood about the areas they cover and the measures they are putting into place to combat the anti-social behaviour. There was mention about Neighbourhood Watch Schemes and the use of 101 and 999.

There was also some information given by the EHDC Community Safety Team about the work they have been doing to work in partnership with others in the community. This was given by Karen Dawes who is the Community Safety Manager accompanied by Police Officer Helen Murphy. More information can be found on the EHDC web site on this link:

PC, I put your the points to the police and their replies were (effectively):

• 30mph speed limit. They said that it would be monitored by way of road traffic sensors to begin with to assess how many vehicles were exceeding the limit at any one time. If it was found that a lot of drivers were exceeding the limit then the information from the sensors would add to the argument for mobile radar checks etc. So the speeders would have to speed first to create a need for police cameras.
• Car Break Ins. Inspector Rickwood said that they were carrying out investigations to determine if there was a local link or it was carried out by others from outside the area. It could be a one off incident or a pattern may emerge in which case they would consider other measures. The question of lighting was a possibility but I get the impression that this would be much further down the line and would probably have to be justified and agreed between the relevant local authorities.

(If any of the above is incorrect or not quite what was said I apologies to Inspector Rickwood, my memory is not what it used to be and I didn’t take notes, not quite a senior moment but not far off??).

The remainder of the meeting involved questions from members of the public about anti-social behaviour, underage drinking, purchase of alcohol, ways to combat it, residents associations, neighbourhood watch schemes etc. The general consensus seemed to be that we would all benefit from working together as a larger team to include the Police, Community Safety Team, Retailers, Residents, EHDC, Parish Council and other relevant groups.

Everyone should not hesitate to call 101 for non-urgent matters so the details can be logged and recorded, or 999 if it is a matter of urgency and a quicker response is needed. There is also an 0845 045 45 45 number which is for general enquires. To be honest, when we had the latest incident on the green at Liphook, I found that the quickest response (apart from 999) was from the 0845 number. The operator on this line put me through to the PCSO;s office and was answered by someone who knew what I was talking about and was able to inform me that they were aware of the situation and that officers were on their way.

So, in summary, the police are doing all they can but they need us all to keep informing them of incidents as they happen so that they can build up a picture of trends and hotspots which will equip them to deal with them more efficiently.

One last point. The Herald did suffer some stick as a result of reporting a meeting before it happened. I personally don’t think this is a big issue as the body of the story contained quotes and statements gained from people prior to the meeting relating to what they were going to raise at the meeting, or had stated prior to it so what was actually said was not really inaccurate. After all, if we take life too seriously all the time the planet would be a very boring place to be.

Great Summary Barry and I am sorry I could not be there, as I also had some points to raise.

But - I do think a journalist publishing a lead article before that event has happen - and reporting as though it had happened is a HUGE issue. Blatant lying. There is no reason why the journo should not have reported it truthfully i.e. The planned meeting for Thursday, xyz person expects to say blah, blah, blah.

Frankly I am appalled.

Thanks for the comments, It would be useful to know that the local reporter is not always the one who compiles the final entry. In this case the reporter had collected a number of comments and quotes prior to the meeting but the final format for entry in the paper rests with one of the editors back at their office.

It is always difficult to get to these things when they are so early - and I work so late!

As an aside to all this good news, I would like to tell all that Chris Web the National Trust Warden for the area came to see me on Friday. I was at work but my father was here and spoke to him at length.

I don’t want to quote him incorrectly and I haven’t yet had a chance to speak to him, but it appears that the National Trust Have NEVER been approached about laying a path or anything else.

All this time we were led to believe that it was their fault and in fact they have never received a formal application to do anything with this path!!!!

I will let you know the truth of the matter after I have spoken to him, but so far I am NOT IMPRESSED with the council if this is true. In fact, it beggars belief.

I too read the lead article concerning the Police Forum in the Liphook Herald approximately three hours before the said Forum took place and marvelled at the newspaper's ability to see into the future. Perhaps next week they could publish the following Saturday's winning lottery numbers!

However the Herald probably felt safe in their predictions in that once again nothing concrete was decided upon, just the inevitable shuffling of papers, vague promises and fudging.
