| | Surface Dressing Liphook
Some residents still feel the surface is not as good as it should be and I have progressed every complaint with highway officers. I am assured that whilst the surface may not be pretty, it is technically sound.
However, there is another Operation Resilience project for Liphook in the pipeline. Please don’t groan as the idea is to deliver long term resilience to our roads and have fewer closures and lane restrictions for patching work. I am being briefed, along with the Parish Council, on Thursday 15th November. As you would expect, having been through the experience of the previous project, I will be asking a lot of questions about weather, surface quality and so on to do all I can to ensure we get a better result.
At present I am minded to delay the work if I cannot get the necessary assurances. As I have said before in this newsletter, it seems odd to me in 2012 that surface dressing is so vulnerable to the weather; you would have thought we would have discovered superior materials and techniques by now.
I’ll let you know how this goes of course.
A3 Noise
There are two fronts opening up on this issue within the parish; one for Bramshott and one for Liphook.
For Bramshott, you may be aware that Damian Hinds followed up this project in the House of Commons recently after I chased him up!
Stephen Hammond: The Highways Agency will be sending out the reports containing the outcomes of their investigations of each important area with first priority locations on the A3 in East Hampshire to the relevant local authorities between 14 and 28 September 2012.
Earlier this week I had an email exchange with one of Damian’s personal assistants and as a result Damian will be chasing up the report as we are now into November.
Noise affecting Liphook residents has not been included by the Highways Agency in the “first priority” scope. It is, however, included within the scope of a project being run by Defra. A Liphook “noise map” of Defra’s findings is being emailed to me over the next few days and when I see it I will let you k now and tell you what action is likely to ensue.
Parking at Liphook Junior School
I’m very pleased to say that I have a meeting scheduled with the school on Thursday 15th November to discuss the problem and what should be done next. This fulfils my promise made at the Village Annual Meeting in the Spring.
Public Transport
Following a meeting I attended with Liphook Age Concern I am pursuing improvements to local ‘bus services. Specifically, I’m attempting to extend the following services into Liphook;
Number 69,
Number 38,
Number 18,
The Hoppa hospital service. | |

Editor -thanks for passing that on.
Not sure now a very shiny surface with substantial holes by a busy t-junction can be 'technically sound' (see junction of Station Road with Portsmouth Road). Particularly for cyclists and motorcyclists. Not sure the engineers have had a proper look - it seems very dangerous to me.

Perhaps our good councillor can enquire of Highways what the measured value was for the skid resistance and the prevailing weather and temperature at the time of the test? I believe there are guidelines/standards if the value is below these (PSV of 45 rings a very vague bell), and not repairing the road when it fails the test will trigger liability losses in court. If I am mistaken for the method, then perhaps Highways can share their "objective" test methodology and results as to why the road does not need returning to the condition it was in prior to the original re-surfacing attempt. It would be a bore to have to raise a Freedom Of Information request to get this information, and I would hope that Highway's determination is based upon fact, backed up by empirical evidence, rather than an educated guess.

I found this document on Hampshire's web site. A little dry, but it does make mention of weather problems when laying surfaces!

Perhaps our Councillor can enquire whether the contractors new of this document as well?
