WATERCOLOUR PAINTING

I've just picked up a beautiful original watercolour painting signed by "Brian Cater" (sadly at Petersfield Dump - why would anyone throw this away?). Has anybody heard of him?

quayarts.org/history. His name is mentioned but there is no history etc.
