Dipped headlights in fog

Is it me or does anyone else not understand why some drivers do not use their dipped headlights in fog or adverse weather conditions. It is a legal requirement. What do they think they are saving by either not having any lights on or just having the small side lights on? It is not a question so much of seeing but one of being seen!!
Now I've had my rant I feel alot better.

Or to those drivers who remember to use their rear fog lights and then forget to turn the things off again!!
They then blind anybody following for days after!
