Ontario - Bramshott Common

What's going on at Ontario? There's always been a tarmac road running from Rectory Lane into the common, but now there appears to be a second road being installed going off that road. Does anybody know the answer?

Well its MOD owned so I suppose we'll never find out!
My guess, for non-tracked vehicle access to a part of the training area.
