Station Road car park - enforcing 5 hr limit
- gen (6th May 2007 - 12:33:24)

I can quite see that local people who are without garages have to park their cars somewhere, and special arrangements have to be made for them.
But what I think is wrong, is people from outside the village who ignore the 5 hr limit and park in the car park by the surgery while they go off on the train. I haven't counted, but there must be 7 or 8 every working day, and nobody stops them. Then, when locals want to use the shops and surgery, the car park is full.
Why doesn't East Hants make people display a ticket that says when they arrive, so that they can fine those who stay for more than a couple of hours?

Whoa, steady on Gen.

Just how much do you think East Hants would charge you for that ticket?

I don't think they have to charge much, I think the main thing is to discourage commuters from parking there all day by printing time of arrival.
I have used the car park for years and it is really difficult to find a space at around 11 am or so. It really shouldn't be used by people who can afford quality cars but don't want to pay for the privilege of a safe parking space.

Gen

You seem to have a bee in your bonnet about this carpark. Not all are long termers. Sometimes the Doctors are running 'behind' and excess parkers use this space, it is also used by many shopping in Station Road. If you are having something in the cafe for example you are going to be there longer than someone buying a card. I sympathise with anyone trying to park in Liphook, but by wanting to place a charge on people will not help. To make it unattractive to those being there all day, it would have to be more than at the Station, I for one would not like to have to pay every time I wanted to buy a bun, or a card!!.

It costs to have meters installed, money collected and fines written - where does the money come from?? ...the parkers.

Some suggestions have been a refund of charges given by local shop keepers - who is going to refund ££'s when a purchase has only been worth pennies. People exploit any situation they can - so what would stop someone buying a ticket, hop on the train, come home and make a purchase from a local store? or have a friend visit and have to pay for the priviledge

Candy - I can see your point and I suppose to put any sort of machine that just prints a ticket saying when people arrive would not be viable. Perhaps in an ideal world...!
I wonder how they get on in the Midhurst Road car park? I have always managed to get a space there, but that one is clearly marked with the length of stay permitted and perhaps people take more notice of it.

Gen,

What's the problem, I rarely can park in the Midhurst Road!!, you sound very lucky. A friend of mine received a parking ticket a while ago, as she was over the permitted parking bay. When she arrived a large 4x4 was 'dumped' in a space, and she had to park as best she could. The 4x4 left, and when the Traffic Warden arrived it looked as if SHE had parked badly.

Such is life

I have recently moved to Liphook, into 1 of the many new build 2 bedroom flats - with only 1 allocated parking space!

I telephoned EHDC to ask if I could purchase a parking permit for the Station Road car park, and was informed that as the car park was not chargeable I could not/did not need to purchase a permit.

The sign displayed is actually incorrect, the 5 hour limit is Mon-Fri, not Mon-Sat - I had this confirmed over the telephone with EHDC. As a resident using it daily I would not mind incurring a fee, as I appreciate I am taking up a space that members of the public may wish to use. (NB I work Mon-Fri, so only use it evenings & weekends).

I do agree it can be frustrating if the car park is full of commuters trying to avoid the Pay & Display at the Station car park - but the parking regulations ARE enforced, and I have seen several cars in Station Road car Park with fixed penalty notices, so I would suggest commuters will only do it once!

My parents visit Liphook regularly to shop and have always been able to find a space to park - to it doesn't seem to have an impact on local trade.

I think its quite wonderful in this day an age that there is actually still a free car park! :-)
