Scouts & Guides / Parish Council

As you may all be aware, the court case between the Liphook Scouts, Liphook Guides and Bramshott & Liphook Parish Council was scheduled for today (Thursday 19th Apr 2007).

The process is now complete and I wanted to make sure that people are informed as soon as possible of the outcome.

The statement below has been agreed by both parties.

LIPHOOK SCOUTS AND GUIDES
LEASES TO OCCUPY THE LIPHOOK MILLENNIUM CENTRE

Joint press statement issued by the solicitors acting for Bramshott and Liphook Parish Council and the Liphook Scout and Guides

“The Bramshott & Liphook Parish Council, the representatives of the 1st Liphook Scout Group and the Liphook Guides are pleased to announce that an amicable agreement has been reached concerning the use by the Scouts and Guides of the Liphook Millennium Centre. The Scouts and Guides will be granted a lease at a rent acceptable to both sides. It has been possible to reach agreement without the intervention of the Courts. All parties are now working towards the long term use of the premises by the Scouts and Guides and the Parish as a whole.”

From my personal perspective, it is my sincere wish and desire that all parties continue to work towards a positive, friendly and supportive relationship to ensure the continuing existence of the Liphook Scouts and Guides movements well into the future. I, as I am sure many others are also, am extremely glad that this has now reached a conclusion and that the Scouts and Guides can continue in the Millennium Hall.

I will not be responding to any follow up posts on this topic as my main purpose is to inform people of the news.

[Editor - The statement was made jointly by Mr Mark Ball, Driver Belcher Solicitors representing the Parish Council and Mr Martin Coakley, Martin Coakley Solicitors, Representing the Scouts and the Guides.

The order made by the Court was that no further comment should be made to the press concerning the case.]

I am just glad that this has concluded, but as you say, it should have been done and dusted a long long time ago - here's hoping that the next Parish Council team will not spend the parish money in such a way again - lessons have been learnt - hopefully !!

ps How much has the parish spent on this issue ?

So, there you have it.

We are given to understand that the judge in the case of S & G v PC, in a breathtaking demonstration of common sense, not a comodity usually found around the law courts, insisted upon both parties and their councils sitting down face to face in order to sort out the finances in a spirit of compromise.

An amicable settlement has been agreed upon, not a million miles away from the S & G's original offer, and everyone is happy especially Messrs Sue, Grabbit and Runne who no doubt trousered fees the size of which will be revealed in the fullness of time when the accounts are aired at the S & G AGMs and at the finance meeting of the PC.

Yes.

At least get that right.

What made you decide to be so bull headed with an organisation who's soul intention is to contribute to and enrich young peoples lives.

Don't want to upset the Judge by commenting more than necessary, but surely there were two parties involved in this silliness. You can't just blame the PC, Mammal. By all accounts, the people in charge of the S&Gs also seem to have been pretty bloody-minded and certainly uncompromising.

As Paul R says, thank goodness at last everyone's seen a bit of sense. Now get on with life.

It is plainly wrong to suggest that the judge at Portsmouth County Court made an order banning further comment to the press. He did no such thing. Why would he have to when the joint statement from the scouts and guides and parish council says agreement was reached 'without the intervention of the courts?' Doubtless neither side wants comment, because that might prove embarrassing. It's called news management. Anyway, Barry Hope has already broken the agreement by adding his own comment on this site, so feel free. As for costs, the clerk told the annual parish meeting that there was a £14,000 bill for 'court costs,' although whether this includes years of preparatory work done by the two lots of solicitors employed by the council is unclear. Perhaps we should be told. Oh no, but we can't be, because there must be no further comment. Drat, and double drat.

But if you read the long thread on this subject Scouts & Guides vs the Parish Council Rob and not this one you will see that the Scouts and Guides did appeal for Arbitration, several times, come on...time for some fresh blood, if anybody knows anyone who would make a good candidate they should be press ganged into the position.

You sound just the ticket. Go for it. But if you are like me who does not have the strength of character to hold fire on many issues - and would be so frustrated on the length of time things take to happen and the restrictions of a 'whaffling' democracy. We have to be content with post on the site!!
