Dumping of waste paper and tissues

I am writing this on behalf of my parents who live along the Headley Road near Hill House Hill. There appears to be somebody dumping shredded paper and tissues along this part of the road in the middle of the night. Has anyone witnessed this? If you have can you please report it to the council, it seems to happen on a friday or saturday and then the residents are left clearing it all up, which isn't very pleasant. Most of the residents are now very fed up that they have given up tidying it up, why would someone dump this, it could go for recycling or in the normal waste.
