strange plastic fences

does anyone know what the strange three sided low fenced off areas are on the A3. The ground inside them has been cleared. Someone said they were something to do with toads, but how do they work????

I havn't seen this, but work is meant to start on clearing for the long awaited tunnel in January, apparently.
Where abouts are these "fences"?

they are between liphook and portsmouth
