Planning Permission

When Hampshire District Council and the Parish Council gives planning permission for eight flats the location is described as ' on the edge of Liphook'.
This week when the Parish Council strongly objected to the proposal for 27 retirement flats the location was described as 'near the village centre'.
Now, both of these planned developments are opposite each other in Tower Road.
Is it me . . .?
