Dog Control order

Please note that there is a public consultation notice on the Bramshott and Liphook Parish Council website, in regard to the Recreation Ground and Millenium Green areas, publicity will also be in the Liphook Herald.

Hi,
I wonder if anyone knows the answer to the following incident that happened to me today (not in Liphook).
I was with a large group of students on our school playing field when a dog came wandering onto the field. After making sure the kids were well away from the dog I followed it back to it's owner, after watching it leave a pile on the grass (much to the childrens disgust).
He claimed that it was not his fault and that because the area around the field was a public area, it wasn't his fault that his dog had got onto the field and left it's business, but the schools because there were dog sized holes in the fence and his dog was deaf so he couldn't hear him call him back. He refused to put his dog on a lead because it was a public place. I was polite but blown away by this answer and didn't chuck the poo at him!
Could I have made him pick up the poo? Could I have reported him (I know where he works as he was wearing his uniform)?

I think we should have a 'name and shame' slot on here.
Who in their right mind lets their dog poo in a school playing field!
Seriously, if you have witnessed this and you know where he works, I would report him to the dog warden at E.H.D.C.

I believe dog owners are responsible in law for controlling their dogs at all times. This isn't diminished if they know their dog has a particular issue (in this case deafness but aggression is the usual one) on the contrary the owner then has a greater duty of care.
I think all dog owners should be required to undergo some training and carry doggy poo bags to clean up. Dogs shouldn't ever be let on playing fields (except guide dogs of course) as there are real and serious health risks especially to children.
The dog owner in this case sounds like a bit of a ...

sadly, you can't train out stupidity from humans. It is humans that allow dogs to mess on the pavements and in this isnatnce the school playing field full of children.
I am amazed that this bloke had the sheer gall to do this at all, let alone in front of a class of children and then not pick it up.
That sort of behaviour is beneath contempt and that sort of owner shames all normal [good] dog owners who would not dream of allowing their dogs to poo in a school childrens playing field.
I hazard a guess that even if there was a great big luminous flashing 'don't let your dog poo here' sign, people like this would still let their dogs do their business in inappropriate places and not clear it up.
This is the precise reason that the Parish Council are having to introduce an enforcement order - becuase of stupid owners.

with regard to the public consultation of this order, not everybody has a computer to down load this questionnaire.
So far it has not been in the local Herald I suspect this will all be made public after the control order has come into force the on 1st of JULY as posted on the Parish Council notice board. Very democratic.

The consultation notice was paid for and sent to the Herald over 2 weeks ago now, and the Parish Office has no control over when (if at all) the Herald decides to publish the information supplied. A previous press release on this, was supplied to the Herald over 2 months ago, and not published at all. A Herald reporter was at the Parish Council meeting when the Parish Council passed the resolution. The details are also on the Parish noticeboards to read. I have made every effort to supply the paper with the relevant publicity.

The statutory notice was in last week's edition of the Herald.
