Lowesley Park/Local Plan

Despite massive local objection it seems this development will go ahead. What was the contribution from the 'local plan' that was supposedly being drawn up or has this been dropped?
I was astonished that our PC advised 'no objection' to the proposed development of 13 houses behind the shops in Station Road and the resulting substantial loss of employment land. Loss of employment land has been a key issue for many people, particularly regarding the proposed development of the remainder of the OSU site.
No doubt the supposed solution to lack of infrastructure/employment to support all the new housing will be to build on more greenfield sites. This chaotic approach to planning is ruining Liphook which is becoming a sprawling mess, if its not there already.

Dear Liz, I think you have this slightly wrong. The Parish Council DID OBJECT, the comments can be seen on EHDC',s website, there are two district Councillors for Bramshott who have not yet responded, but the Parish Council DID OBJECT!

Perhaps in the small print this means the Council DOES object to the loss of emplyment land ... but overall it doesn't look like significant opposition to the development.
Would it not be better to say the Council objected ON THE GROUNDS OF of para 51 etc. etc., making the Council's stance far clearer and leaving further options open, giving the developers less opportunity to find a technicality on which to proceed.

I think what has happened here is that District Councillor Glass has registered her comments in the wrong section, she is not a member of the Parish Council she is responding as a District Councillor. The \parish council comments can also be viewed on that site. I spoke personally to our planning clerk Mrs Gina Spencer who entered the comments herself. There has been a mix up!

I am grateful to both Barbara and Liz for drawing my attention to this comment on the EHDC planning site. As I am a reserve member of the Planning Committee, I never comment on Planning Applications. This paragraph has been entered under an incorrect heading, has not come from me, and I understand will be removed from Consultee Comments.

District Councillor Glass, could you please advise what infrastructure enhancements will come of this for Liphook? 150 new houses = 150 new families = at least 150 new cars on our roads = potentially dozens, perhaps hundreds more children for our schools to absorb unaided.

Should this development take place, then, as has been agreed, under Section 106, a proportion of developers' contribution has been earmarked towards primary school facilities. However, I would direct you to the Committee Report under this Planning Application 20019/004, and the Recommendations section, which covers a range of matters, including alternative transport measures. I am unable to be specific on any future infrastructure enhancements, at this stage.

Unless there are no plans at all about how to cope with the huge influx of new residents, I presume District Councillors are unwilling to comment on future infrasructure projects as they are likely to include further substantial development on greenfield sites. Which is why we need a local plan.

It is sad that the Lowesley Farm development will go ahead but it was inevitable once the site was designated a "Reserve Site." Up until the Silent Garden Appeal. Reserve Sites were only designated for development after the Prime Sites had been allocated. However at the Silent Garden Appeal the Inspector ruled that Reserve Sites should be treated in the same way as the Prime Sites and Lowsley Farm was designated as a Reserve Site.
The time for objection was when the LOCAL PLAN was still in its first stages. I think there is a term Local Development Framework which refers to designated sites and the Core Strategy Princple which considers development in principle. That is the time for efficient Parish Councils to voice their objections and consult with the District Council. There is of course no guarantee of outcome, but if there are no discussions and no objections raised at the beginning then there is no chance of changing development areas once the lines have been drawn and ratified. Unfortunately for some time some Bramshott and Liphook Parish Councillors past and present have spent so much time in-fighting and squabbling that input in the local plan does seem to have been somewhat lacking. Sadly,it is apparent still that some of the present councillors on Liphook and Bramshott Parish Council do not seem to have learnt by past mistakes and the air of secrecy and lack of transparency is prevalent..
