Telecommunications Tower - Headley Road

EHDC has just sent local residents near Hunters Chase notice of a "General Permitted Development" involving a base station, 15 metre telecomms tower , three antennas, radio equipement housing. The site is identified as land north west of Hunters Chase, Headley Road. The only site local residents have identified is land immediately adjacent to Headley Road at the A3 bridge. If this correct it would appear to be a blight to a major entry into Liphook. Has anybody any more news or has knowledge of the the working of Planning Laws which allow such developments. I appears that residents can only comment about the "precise" siting and appearance but cannot object to it being erected. We only have to the 24th May to let views be known.

The Planning application can be seen on the EHDC web site ref: F.49504. The application will be considered by the Parish Council Planning Committee Meeting on Monday 15 May 2006 (8pm Parish Hall) and members of the public can attend. The 50 ft tower will be disguised as a telegraph pole! It is to be sited on the left hand side of Headley Road immediately before the A3 Bridge (by the 40 mph sign).

In complete agreement Mark, not only the points you have made but the long term health implications regarding 3g masts are still inconclusive. I for one are completely amazed that something that could possibly damage mine & my childrens health is being erected for the sake of sending a picture via mobile or checking last nights TV...
Someone needs a reality check there must be locations that are not near urban areas I understand that in North America these masts are not allowed to be erected within half a mile of residential areas...
There is a meeting on Monday night at 8 PM at the council offices in Liphook to discuss this matter lets get it stopped.!!!!

As far as I'm aware there is a mast near Bohunt School, one behind the old Post Office on the Portsmouth Road (Tetra) and one beside the A3 between Liphook and Bramshott. Now apparently at least one new one is planned. Why can't the telecomms companies be forced to share masts?

I think they can especially if enough people turn out to register complaint. One of the reasons why these companies get away with this blatent disregard for the environmental consequences of their actions is due to complacency on the part of residents (not deliberate, just born of ignorance about how to complain) and also because representative councils do not do enough to prevent exploitation of the opportunity. Mobile phones are an essential part of modern life but so is a reponsible approach to spreading access to the technology.

When I lived in Headley I was active against phone masts but was told the local authorities have no power to refuse them. There must be a solicitor out there somewhere who could help? Also, all this was dealt with by John Prescotts office who has now been sacked. Perhaps Ruth Kelly might take a different view. Any way the up to date position on phone masts and government policy must be on the internet somewhere!

The Parish Council Planning Committee considered the proposal last night. The meeting was packed. The following representations were made. 1. It is a totally inappropriate site for an excessively high 50 foot mast at a major entry point into the award winning village and adjacent to a residential area. 2. The mast would have insufficient screening by surrounding natural vegetation and would visually impair the landscape and skyline. 3. The technical justification is flawed and factually incorrect. 4. There are suitable existing masts that could be used and adapted without detriment to visual amenities. 5. Coverage is already adequate in the area and Hutchinson have recently announced plans to share other operators facilities in areas where they do not have them. 6. It is suggested that the proposal breached development laws on a bridge structure. 7. There were health concerns in an area populated by families with young children. The Planning Committee voted to advise EHDC that the proposal should NOT be allowed. Please send your written concerns to EHDC Planning at Penns Place before 24th May 2006.

If the land on which the mast is to be built is in private ownership then you should approach the land owner and attempt to persuade him not to allow the mast on his land.There are various ways of achieving this.!!!

In response to Bernard, the site is on Highways land.

Anna Spencer, the Case Officer at EHDC has today advised that any objections must be submitted by the end of the consultation period on 31st May. The Application will then be decided by the 23rd June 2006. The decision will be made by Planning Officers under their delegated authority. Their decision will then be posted to the EHDC Planning web site.

Please submit your views amd/or objections as soon as possible.

EHDC have advised the Applicant that Prior Approval is required and that this has been REFUSED.
1. It is an intrusive and incongrous feature on the local landscape etc etc and is contrary to the Local Plan.
2. It has not been demonstrated that all reasonable measures have been taken in respect of siting , design etc contrary to the Local Plan.
3. The Planning Authority believe that it would result in demonstrable harm and establish an undesirable precedent.

Well done to all those residents who supported the appeal to the Planning Department and congratulations to the Parish Council and EHDC for listening to residents concerns about the application.
