The Mystery "Shredded Paper Fiend"

I have been so cross in recent months to have the misfortune in receiving the attentions of the "Shredded Paper Fiend".
Hill House Hill has been strewn with the stuff a few times and now Passfield has taken a hit.
This idiot must operate in the small hours of the morning - so can everyone please keep their eyes pealed and get your camera or phones at the ready.
All we need is a faceshot or a number plate.
Next we'll get a fresh bill for the streets to be litterpicked and receive a huge bill. Then people will moan at us for spending too much on keeping the streets clean I suppose.....

I noticed a load on the Whitehill road too, on the opposite side of the road to the poo bag tree.

It is possible that it is someone in a car doing this if it is all shredded paper? I imagine that it is someone from an office who does not want to pay the charges incurred for this at the local tip, or else it is someone paid to dispose of shredded paper who does not want to pay charges at the tip! Either way if it is dark when they do this it will be difficult to catch them.

I live on Hill House Hill and the shredded paper issue really is a problem .... It seems to appear either late on Friday evening or early on Saturday morning. I go out on Saturdays at about 8.30am and it will already be there then. We are fed up clearing it from our front garden!
I think the best way is to stop it happening, sending out the street cleaners every time must be costing a fortune! But catching the culprit is the challenge!
| | Does anyone on that road have a security camera which might at least narrow down the time of the event even if not be good enough to spot car numbers. |

How about if you get the chance to pick some of it up maybe try and piece some of it together - you might get names, addresses, company names etc. I see the mess on my way to work and it looks like only strip cut rather than cross cut so maybe slightly easier to piece together. Or bag a load up and get the police to do it.
I have to wonder at the retard who dumps all this paper - eventually they are going to get caught and that will cost them a whole lot more than getting rid of it properly.

It sounds as if this shredded paper might be coming from the back of a lorry/van belonging to one of those document/paper shredding companies who offer this service??
Why doesn't someone ask Scanhugger at Lynchborough Rd Passfield if it's anything to do with them??

To answer the point about it accidentally blowing out of a lorry :-
No I don't think that can be the case as it is never blowing about in the road - but always directly into the verge.
Additionally you can tell the route taken - often crcular where the passenger puts it out - then is driven on till the coast is clear then does a bit more on the way back.
This is some idiot doing it on purpose not and accident - in my 'umble opinion of course!
A team of 3 man came to do the clear up operation. £££
On a positive note, more people are using the Parish Office to report these things either by popping in or phoning up and that is really great to see.

Hello
This was in the Liphook Herald a few weeks ago. The report didn't go into too much detail, but it said that the police believe it is someone doing it on purpose with bad intent, because a letter aimed at Passfield residents was found with some of the rubbish. That's about as much detail as it gave, but police were asking for information. I think it was front page of the Herald within the last 5 weeks.

The cost of this clearance is down to East Hants District Council i.e you and me and, probably, the perpetrator!

Are you keeping a calendar of when it happens? Might narrow it down to a certain date or time of the month. Then you might find it easier to track them down. I've seen the mess they leave and it has been going on for a long time. Someone must have seen something.
Could you put up a sign like the police do asking for witnesses?
Or cameras?

Such a long stretch this time - surely SOMEONE must have seen something suspicious?
This will cost a pretty penny for a few EHDC operatives - probably keep them busy for a couple of days.
When you get your next tax bill you can thank people this this complete moron for ensuring that the cost of services continues to rise.

Some of the bits looked quite big as I was driving past yesterday. I meant to stop on the way home to see if I could read anything off it but I had a small child who needed a wee in the back of the car.

As former owners of Passfield Stores I know this problem was occurring approx 10 years ago in Passfield. At that time it was shredded newspaper and continued for at least a couple of years usually on the same grass verge. I know this was reported to the police but can't remember the outcome.
