Is the Leader of the Justice and Anti-Corruption Party to be investigated?

On 22-Aug-2011 Cllr Jerrard reported: “a proposal (on a possible new Liphook library) from the agents appointed by Hampshire County Council [HCC] had been received which is confidential, and remains so”. [BLPC Planning Committee Meeting Minutes for July 2011- Parish Council website]

On 8-Dec-11 Cllr Jerrard said: “it probably would be nice for Liphook to have a new improved library but it is not an option…What happened was that someone liaising with the developers of Bohunt Manor put it forward as a proposal, as part of a scheme which would have included houses on the estate to fund the library”...but “there is nothing wrong with the old one…(and) I am all in favour of better libraries, but in the right place and not at the expense of another housing estate” [Liphook Talkback website].

On 15-Dec-11 Cllr Barbara Easton responded to a query that Hampshire County Council “had requested all involved to deal with this in strictest confidence” by stating that: “I was at a meeting with Hampshire County Council and no such thing was said about the library.” [Liphook Talkback website].

On 6-Jan-12 Cllr Dawn Hoskins stated: “Untrue statements should NOT be made by Councillors and if that is so it must be dealt with by the Council as it may be a Standards [regulatory] issue” [Liphook Talkback website].

Would the Parish Council kindly answer the following?
(1) Has Cllr Jerrard broken professional confidence, and also broken the Parish Councillors’ Code of Conduct?
(2) Why has Cllr Easton tried to cover for Cllr Jerrard?
(3) Can Cllr Jerrard be trusted if he is prepared to put his personal prejudices and the agenda of his political party ahead of the needs of the parish as a whole?
(4) Why has Cllr Hoskins not pursued a Standards Board investigation having already been alerted to this matter?
