Christmas Quiz
- Editor (21st Dec 2011 - 08:39:14)

In light of the great Parish Council Pantomime debate, I thought it would be enlightening for the community if we held a simple quiz.

GUESS WHAT THE PARISH COUNCIL ACTUALLY CAN DO.

One guess per post please, hopefully the parish councillors will then confirm if they actually have any real responsibility for it.

I'll start you off with ..

The Parish Council are responsible for providing allotments.

They are responsible for fighting to ensure that any innappropriate and unsustainable house building is forecefully blocked even if EHDC wants it.

My personal favourite ...

"Power to deal with ponds, pools, or other places containing filth or matter prejudicial to health"

Wonder which places they are then !

Happy Weekend (and Christmas !)

Cheers, Finchie

It is surprising how little power the Parish Council actually have. Nearly every I have done has simply been the chasing of another agency.

For example, the dog poo issue = first get in tough with Hampshire County Council - have long debate about pavements told they are not responsible for pavements.

Call Hampshire district council, have long discussion about pavements - great sympathies given but they are not responsible.

Environmental health promise that they can help but only if there is a human on the other end of the lead and only if it occurs during Monday to Friday between 9 - 5pm and they personally witness the event.

It goes on and on and takes hours of phone call and letter writing. At the moment, I am still no further forward, but now at least have been notified that 'Biffa' are the people to contact.

I had arranged for a special system to be put in place for the parish council to have a 'reporting hotline't - we were waiting for an operator to get back to us. That has not happened of course!

I will keep hammering away at it though and eventually we will get somewhere. With regard to the football pitch, I think we will have to have a voluntary team who are prepared to wander about at night in hi-vis gear a bit like street watch did. I think that will be the only way. If dogs are out without owners they can be taken to the pound and if they have owners the cam-corder images of the 'act in question' can be taken and given to the police.

We will commence organisations in the new year.

Dawn

Your quote 'It is surprising how little power the Parish Council actually have' surprises me somewhat. I think the newly formed council seem to be very powerful. In the last few months you have totally destroyed the lives of several people, put a highly experienced and regarded parish clerk out to pasture, conducted your own internal investigation (which, by the way, I think was totally wrong and unfair) turfed an equally highly regarded temp clerk out of her seat, changed locks on doors, called the police and left the village paying for your decisions. I was just curious to know how this was not you being powerful?

Well done Karen! Your posting dated 22 December in reply to Dawn Hoskin's dated 21 December goes right to the "nub" of the matter. Short, well written and no spelling mistakes it was a joy to read and says it all.
