24hr pubs
- Alex Cameron (24th Nov 2005 - 14:33:23)
Does anyone know if any of the pubs in the area will be extending their opening hours?

probably most if not all the pubs in the area have been granted extended opening hours... but the chances are that most will never use them... they will have applied for extended hours, e.g 2am on the bases that , lets say xmas eve/newyears eve they want to stay open till 2am. In the old days you would have had to go to the magistrates begging... under the new system, you extend your basic license to the later time but only use it as you wish.... the melt down that the daily mail predicts will not happen.

I so far have only heard about spoons in Haslemere.
Apparently they will now open at 9am with last orders at 11.30pm from Sunday to Wednesday. Thursdays they will close at 12.00 and Fridays and Saturdays 1am.
This is currently just a rumour but it wouldn't suprise me if it was true.

Before this thread turns into a rant on how Liphook (and anywhere else) is going to decent into a drunken rampage it should be pointed out that:
* Those granted the extra hours licence can only open later, say until midnight if they wish - the licence dosen't mean they have to
* The pubs and bars arn't going to carry on serving those who have clearly had too much, and those who do face tougher penalties and fines
As a visitor to Hamburg earlier this year, i witnessed 24 hour around the clock drinking but saw no trouble at all. I think it's the people drinking, not the avalibility of drink itself. It's been said that one thing we like doing more than drinking in this country is talking about how much was drunk the day after - this may be true but not everyone goes out drinking just to get smashed out of our brains.
The Daily Mail front cover today highlights the mis-guided attitude towards these once proposals (now law) - "Cheers Tessa" is the headline next to various pictures of drinkers either fighting or falling over each other in the street post closing time. However at least 4 full page adverts in the same edition of the paper are for cheap supermarket wine and spirits.
Where to you draw the line?

I may have got this totally wrong but my understanding is that the new licensing laws not only move the authority from the magistrate's court to the local authority but also change the entity being licensed from the licensee to the premises.
Previously, if a license was revoked then the pub company (or whatever) could just wheel in another licensee (landlord) and carry on.
Now the premises stand to lose the license if as little as one complaint from an affected resident or business is upheld and the breweries, pub companies and freehouse landlords will be very foolish if they let that happen.
The press has made a meal of how difficult policing will be after tonight but it may actually be the pub owners that will now have to do the job.
I'm not sure if the information I received is sensitive but I reckon that only one Liphook establishment applied for a significant increase in opening hours, I can't tell you which one ,of course, but I don't think the kebab shop opposite will complain.

Thanks to Les Futcher, who did a lot of research down at Penns Place, I have a list of all the licensing applications in the area.
The Green Dragon applied for and has received a new licence to open from 07.30am until the early hours of the next morning.
The Price of Wales at Hammer has earlier opening and later closing times. The Royal Anchor has some smaller extensions.
The Deer's Hut also applied for and has been granted extended opening hours.
The list is very extensive, as it includes all restaurants etc - even places like the Millennium Centre, which has a bar, had to reapply for its alcohol licence.
It'll be interesting to see how many places actually use their new hours. I think, generally, the pubs will not open much earlier or close much later - but as they all had to go to great expense to reapply, many thought they might as well have extended hours, just in case they need them in the future. I don't think Hampshire Police objected to any of the licences locally.
Having spoken to several local landlords, they make the point that people only have a finite amount of money to spend on booze - so they'll not drink longer. It may just be easier to get a drink outsdie established opening hours.
There are, of course, lotf issues around this: Will staff get paid premium rates for late night/early morning working when required? Will restaurants serve food earlier/later. Will there be more/less heavy drinking etc.
When I've worked in Finland, Sweden, Belgium, Spain etc, longer/earlier/later drinking has had no effect on more/less drunkeness. I think we just have a social problem in the UK - it's called aggressive drinking.
Cheers!
Freddie

2 very sensible replies full of great points - who says this forum is a haven for abuse and cynicism?
The lack of transport does worry me - the trains stop aty 12.30 from Guildford, so how are people going to get home on those nights the landlords choose to extend their hours? Taxi would seem the only option, but they are finite, expensive and sometimes difficult to find. I winder whether we will see an increase in drink-driving.
All in all though, i'm a big fan of this bill, despite the scaremongering.

I think this law is long overdue - there will of course be some trouble in some places but overall it should stop so much of the 'get as much down your neck in 3 hours' syndrome that is so often seen.
I have also witnessed 24 hour drinking in other countries without any issues.

I've witnessed them too but I had to sit down near the end.

I got a cab home from Liphook station on Friday around
12ish and noticed that the Anchor was still going strong.
I think that most pubs will certainly extending their hours and will have even later hours on the weekends.
