From a statistical viewpoint, given the very low turnout neither elected councillor can ever truly claim they were elected by the people of Liphook - as thousands more of the electorate chose NOT to vote for them.
The PC should reflect on the low turnout (preferably in public session) and ask of themselves what is it about their mandate, actions, behaviours and delivery of duties that has created a situation of great apathy in Liphook and Bramshott. A period of enlightenment - perhaps a Liphook Spring - could result founded on re-engagement.
