Three Way Traffic Lights in Village Centre

Can someone please explain to me why there are three way traffic lights in the centre of the village when there appears to be no actual work going on?

Headley Road has traffic tailing back to the bridge over the by-pass, London Road is similarly congested as is Midhurst Road.

I will allow that there is a small hole close to the pavement kerb that is no deeper than many of the potholes that grace our roads in the area. This could easily be covered with a steel plate.

There are men working outside the Cinema in the Haslemere road. It just shows how many people come off the A3 to go to Haslemere.
Liphook square at a standstill this morning;could be frustration rather than fun and games tomorrow with the Jubilee celebrations on the Sainsbury's Green tomorrow.

It's been said before many times just changing the signs on the A3 to send H/mere traffic up to hindhead would be a cheap start to solving the problem [emphasis on the start].
