Can any 1 enlighten me on what tier we are please

The editor is correct Liphook is Tier 2, however alot of areas near Liphook are Tier 3 including Portsmouth and most of Surrey so you are not allowed to go there.
Best bet stay at home or at least stay in the village.

You are allowed to travel from Tier 2 to Tier 3 but it is not encouraged. In Surrey, Waverley (Haslemere, Godalming, Farnham, Cranleigh) remains Tier 2.
