"guerrilla gardening"

I was thinking about the horrible ugly verge on the A3 exit ramp into Liphook (coming from Hindhead). This is so busy it would be dangerous to plant it up to make it look nice, but what about a bit of "guerrilla gardening" ?
I can just imagine a line of Lupins or Poppies (or other easy to throw seeds) looking lovely there.
What do you think?
and does anyone know how to make seed bombs?

You can get seed granades. I've seen them in one of the catalogues.
Talking of which, the betterware cataglogue/leaflet guy who delivers round the village recently changed his bin for an old pram but I was following him yesterday and it's on it's last legs.
Has anyone got anything lying around they can donate to him?
