Standing down as a Parish Councillor
- Philip Jordan (25th Apr 2011 - 19:10:19)
After 5 years as a Parish Councillor of which 4 were observing and suffering from behaviour detrimental to the good of a well run council I feel like I am running away when I should stay and help push for improvement.
Apologies to those who have asked me to stand but enough is enough.
The final straw was a letter recieved on the 30th March following the AGM at which I sought to ascertain who had issued or permitted to be issued to a third party a part transcript form a tape recording of a previous Parish Council meeting. These recordings are only taken for the purpose of preparing the minutes and must then be erased. I was persuing no agenda but my concern for proper use of recorded material. I am not a supporter of the need to record meetings.
The letter from the Chairman was headed Subject Access Request-Data Protection Act 1998. I was informed that the Clerk had issed such a request and it must be complied with within 40 days. No explantion nor reason was provided. It stated
"He has requested any information that you hold in which he is named or referred to as Clerk or Parish Clerk of the Council, or in which he can be identified as such, in any communication between yourself and any other party as of today's date, since you have been a Councillor. This includes any data held on computer, any digital format, e-mails or any form of correspondence that you hold. It does not include the information provided as part of the request made on 17th July 2009, or copies of agendas or minutes of the Parish Council or committes or supporting documents in that respect"
This letter was not marked "private & confidential"
Who would want to be a Parish Councillor when this occurs.
The reference to 17th July 2009 was to a similar request to me as Chairman of the Village Appraisal Working Party concerning the Parish Survey Report because of comments recieved from a parishioner on their survey return.
The "request" also applied to all members of the hard working Village Appaisal Working Party.
I do not have time to spend hours satisfying such requests.
I do not seek to start a string of comments on Talkback. Please resist the temptation.
However I do ask that parishioners use their votes for candidates seeking to provide a council with a working majority able to deliver a successfully run Council operated in the best interests of the parish of Bramshott & Liphook.

Yet another good councillor that has been bullied and intimated out of his position.
At this rate we will be left with Anna James, her cronies and the Clerk running things, with their own agenda.

Sorry to see such a hard working councillor resign. With regard to the Parish survey, with information feeidng into the parish plan, why does the clerk think that information in the survey belongs to the parish council? /clerk? Everytime his name is mentioned in the press does he think that belongs to him also? perhaps we know now how he spends his time at work paid for by us the taxpayer!!

Hi Philip
I am surprised the the request for Data is being used against an individual.
I believe this to be incorrect and is not enforceable.

Just cant believe the steps this council will go to do the bidding of the Clerk!! He is a paid servent of the parish office - to help and advise the councillors - not take control of everything!
What is he so scared of? Why would anyone have been requested to remove details that he has commented on, or others made comments - is the kitchen getting a bit on the hot side!
If anyone has done a good job and worked within their boundaries, why would you want that distroyed??
I hope you dont remove it , could be needed in the future..
Sad to see a good man leave - but many a good one has already left.
Well done to you Philip for trying..

I thought it was very disrespectful of the reporter in the herald today to refer to Mr Jordan as " Jordan to stand down." l have not noticed this lack of title with any other councillor eg Nigel Newman has his first name always, and councillor before hand as does Councillor Anna James. it would never be James only. Why has she no manners?

I really don't want to get involved but, just to provide some balance to this thread, based on personal experience I do not trust this counsellor and am not displeased to see him resign.

Philip Jordan's decision to stand down as a Parish Councilor and not seek re-election is a real body blow to Liphook residents. You have lost an honest and objective man who has always put principles before personalities. I have recently been attending Bramshott and Liphook Parish Council meetings (PCM) because some of my Liphook clients and friends felt they had been ignored, treated unfairly, bullied and intimidated, as Philip clearly has been, by certain members of the Parish Council and in particular, the clerk. I wanted to see for myself.
I specifically wanted to find out if there was any skullduggery going on between some Council officials, including the clerk. To my astonishment I have unearthed the most dysfunctional group of self serving individuals I have ever had the misfortune to meet, some of whom are standing again in the forthcoming LPC elections.
I would urge you to look at a number of candidates who are known to me as honest, hardworking decent members of the community who are eager to start sorting out the inherent difficulties created by some of the current incumbents, including the clerk.
Some of these men and women are currently serving and doing a very good job indeed.
Among these are Don Jerrard, Dawn Hoskins, Rob Evans, Eve Hope, Jackie Poole, Mike Croucher, Eddie Trotter, Paul Robinson.
If you would like to know more about the goings on of your Council please visit Liphook.co.uk/Talkback. Your vote could determine Liphook’s direction for many years to come, don’t waste it.
Unless you good people of Liphook get a grip at the forthcoming election and get enough honest Councilors’ voted in to instigate an enquiry as to the actions of the ever litigious clerk and his cronies in the form of his cousin, Cllr Anna James, Cllr Nigel Newman, Cllr John Tough to name but a few, the lunatics will take over your asylum for certain.

Phillip,
I am trully gutted that you are standing down as Councillor. I completely understand your reasons and wish you the best.
On a personal note i (and Bonnie too) would like to thank you for all your help with the play park. You have kept Bonnie and I going when it seemed it wouldnt happen and we are incredibly grateful.
I can only hope after a few years off you change your mind and come back!!!!

- helen (3rd May 2011 - 09:36:34)
I too am hoping that the next lot of parish Councillors are as hardworking as Phil who put in many hours of work to get projects off the ground, only to hear them denigrated and disripected by a certain group of councillors at the meetings, who had their own agendas for blocking everything he said, regardless. One only has to look at the recreation minutes to find the contempt with which he was treated. Some Councillors then, when they realised that public opinion was against them,ts would announce in the press Councillor Jordan's projects as their own, while Phil Jordan has to contend with the disrespect in the press of not even a title of Mr Jordan. Sometimes it is the committee members who are active, not the chairman!

All the good and conscientious councillors and indeed a number of the public that question what's happening and why, have either:
An official complaint about them
or
An official grievance against them by the clerk
or
Have legal letter sent to them, agreed by Cllr A James and co
After a while, they either leave as a result of intimidation and bullying or endure constant harrassment.

I'd just like people to know that while I have been delivering my leaflets for the election tomorrow many people have said how sad they are that Phil decided not to stand for election this time because of the bully boy tactics used against him.
But don't worry, Phil you have plenty of friends who will carry on your good work, and would like you back when the bullies have been sorted out!

To W Jacobs. Yes I am being dealt with by the Liphook clerks "thought police" but I will not be bullied nor intimidated by anyone. I am not in service for Liphook and have nothing to worry about or lose!
Bottom line is they have taken me on with you taxpayers money when they broke, indeed smashed through their own Standing Orders.
We of the Justice and Anti Corruption movement will not be suppressed at any price!
