A3 Exit slip into Liphook

Has any one else noticed that when coming off the A3, the sign for LIPHOOK is only visible when immediately exiting the slip road?
The only info' before the ‘III’ ‘II’ ‘I’ signs is only for the Holycombe Steam Museum, but not for Liphook? I only noticed as I have been out with my son who is learning to drive and he drove right past the Liphook exit as he is taught to put on his indicator at the ‘III’ distance sign – and at that point the words Liphook were not visible.
Also, having been driving at night with said boy, I notice that the cats eyes on the exit slip are not working, the lines white lines are largely not visible and there is no lighting. For a learner driver who is still gauging his position vis-à-vis the curb it is very frightening to not be able to see the curb or the white lines or the cats eyes.
Who is in charge of maintaining the slip road – any one know?

North or South Bounds off the A3?
If its south on to the London Road. Has anyone noticed the large 'gully' (for want of words) forming? I have been stuck in it with my motorbike and its very hard to get out of!
