cycle route through fletchers field

in case anyone had the misfortune to read the article entitled "Cycle path could be delayed indefinitely, say Lib Dems" in this week's Herald, please note that the cycle route is NOT being delayed. The allegations from Lib Dem Keith House are complete rubbish. Design work on the cycle route will be starting soon and the implementation is in HCC's 2005/6 programme. I have been assured by the Leader of HCC that money for highway etc works cannot be used to reduce council tax. So please ignore the article.
