I think he frequents the library in Liphook during the day, I suspect if you did have a gift for him you could hand it over to the staff whom could pass it on?

He does not use Liphook library, try Bordon or Petersfield.:

His name is John and he is delightful to talk to, very intelligent, witty and has some amazing views on the world, shame those in power aren't as caring and knowledgeable as he is!!
