Parking on a road junction?

General query: if your road is blocked, who are you supposed to report it to? I'm sure that someone has done it before and can save me some time.

General havoc being caused this morning by a red Seat car [GA57 TES] who has blocked all the building supplies going to the builders in Arundel Close.

It is always very tricky getting in and out of Arundel Close as Lynchborough Road is so narrow - but it has been a particular drama this morning.

If this ever happens again, it would be good to know who these highway offences are supposed to be reported to.

If the highway is being obstructed, call 101. It is an offence, and the Police will deal with it... if it is really obstruction.

I have been told parking issues to be reported to East Hants District Council - ( By highways dept ) but this wouldn't give an instant response - but if continual problems with same vehicle may be worth considering. Maybe try putting note on car window - may not realize chaos being caused? !! Good luck

I tried 101 who said it wasn't anything to do with them!
Highways at EHDC also not interested

No wonder people turn into vigilantes and sort things themselves!

Hi Dawn, EHDC has taken over parking enforcement from the police (Civil Parking Enforcement) so unless really dangerous parking is involved the few police we have left can't normally attend anymore.

The council can't really rely on your phone/ camera pictures to issue a parking fine as they need to be issued by an authorised camera and camera operator or on street operative, unlike a police prosecution which could take a witness recording. I guess the council are unlikely to send an operative out to location on demand, on a call by call basis for just one car, so as you say, a bit of a hopeless situation, what with cut backs, they are only really interested in revenue raising on high streets and driving shoppers away from our town centres and onto the internet.

I guess if it's ongoing you would have to keep a log and complain under 'nuisance' they may do something eventually, perhaps redesign the junction, but I wouldn't hold my breath, as you say, no wonder vigilantism is on the rise..

If you cannot get your vehicle down the road, it is obstruction. If you can, it is not

I believe it is Hampshire County Council ( HCC) that are responsible for the local roads. If the problem is on their road and not on a private one I would contact HCC highways department.
