Town car park opposite Village Surgery.

We noticed yesterday an orange sign posted on a lamppost in the Peak Centre car park informing the public of plans to change this area, including the Parish Offices, to residential use, ie, the car park would no longer exist.
The notice was incomprehensible in its meaning, so we were left flummoxed by it. Does anyone know anything regarding this plan to demolish the car park to make space for more houses/flats etc? If this is correct, then one dreads to think where Surgery and Chemist users might park safely when needing to wait for prescriptions or doctor appointments.
It's only a short walk to the Square to use the flower shop, estates agents and other businesses in the area, so this change of use may well affect them adversely. Still, more and more houses for people to move into but nowhere to put or park a car when shopping around Liphook. Good heh!!

Please could someone put - in plain English - what all these notices mean ? I have followed the link that the editor suggests and the link from it and am still none the wiser ! I feel horrified that there is a suggestion to do away with the Midhurst Road Car Park and would rather it became a Pay and Display than the area was turned into housing.

The notices are basically saying that the area is protected from housing development. In a nutshell the commercial buildings will remain and the change of use is protecting their status for the future ie they won't be built on. The notices are very confusing.
