Aaaargh - got sucked in and clicked the link for the latest minutes, expecting to be delighted with some kind of small progress. Shame on me. Very disappointed to read same old, same old.

Another accusation of bullying. And so the cycle continues. No doubt to continue with a whole load of closed sessions, that drag on for years which ends with some kind of settlement, and complete distraction for anybody who wants to make a difference.

Call me a cynical old bar steward ...

It’s no wonder everyone loses faith.

I’ll put a calendar entry to check back in 5 years from now.

Bye, Finchie

As many will have read. I resigned from the Council, and as Chairman, recently. Part of my role would have been to ok the draft minutes to go on the website so this job now falls to the new Chairman.

Perhaps he hasn't got round to it yet.

Re: council minutes
- Richard (4th Sep 2018 - 07:53:30)

Has someone forgotten to publish the minutes for July and August, 2018? The Agenda is there.

Re: council minutes
- Finchie (5th Sep 2018 - 01:18:45)

Very very sorry to hear that Jane. Thank you for all of your hard work to date. It has not gone unnoticed in terms of attitude and desire.

You are exactly who I was referring to when I said “complete distraction for anybody who wants to make a difference”.

We need a councillors who live inside the Parish !

We need councillors who do not work the system and play the victim. If and when they do it is disgusting and if it wasn’t so pathetic, it would be laughable.

However, until we have alternatives who are prepared to step forward, we have no choice.

Sadly, I am too committed to surviving and so can’t commit the time to fully do the job I would expect.

Please, please anyone step forward to replace at least a couple of numpties ! All in my humble opinion of course ! Clearly not directed to anyone in particular 😂

If anyone takes offence, happy to discuss face-to-face. Happy to cover the petrol costs into the Parish and buy a beer. I’m in the Green Dragon most Fridays from 6pm. Beauty of that approach is you won't find restrictive rules governing when the public can speak and you have a great opportunity to listen, as I’d expect of any public representative. And of course I’d love to hear your perspective, as I expect it’s a really nasty hurtful world out there with which I would love attempt to empathise !

See you soon.

All the very best, Finchie

Re: council minutes
- Penny (5th Sep 2018 - 10:35:25)

Who is the new Chairman?

Re: council minutes
- Dawn Hoskins (5th Sep 2018 - 12:10:49)

Finchie
The issue is - anyone who steps up and is doing so in order to make a change, is immediately faced with a barrage of abuse and accusations from all sides. It is a very difficult situation.

I stood as a parish councillor and at some point managed to have almost the whole of the local conservative party at my throats - I still have no idea what I did to deserve this? To this day I have never found out.

It just takes one person with influence [often negative influence] to bad mouth you in front of other influential people - and you are absolutely doomed. You have to have very broad shoulders indeed to stand up to the daily grind of internet trolls, bad mouthing etc

It is particularly pathetic when you know that the Parish Council has very little control of anything important. The important decisions are made at Penns Place (District Council) and yet the majority of the parish have no idea what goes on there.

Let us hope that people with broad shoulders, who don't care what other people think of them and have faith in their own ability to make correct decisions based on facts (not friendships and affiliations) will step forward. It is very rewarding to be part of the Parish Council when it is running smoothly.

Sadly it does not take too many spanners in the works to make it very unsmooth!

My husband applied to fill a vacany, he's within the parish but hasn't heard anything.

jo perhaps you husband can do the minutes for them and keep them up to date

Re: council minutes
- Shauna Horsley (5th Sep 2018 - 20:20:04)

Could this be the referring to the Parish Council's closure of the lovely Nursery School on the Rec and their complete disregard to the Charity Commissions advice about their role as "Trustees"? Three years on and they have had no AGM or submitted any information to the Charity Commission? If it is then shame on them.

ANNUAL RETURN SECTION 1 – GOVERNANCE STATEMENT

Statement 9 - members could not agree to this statement, as there is no evidence of an
AGM of Trustees, or submission of accounts to the Charity Commission, in the past three
years, but noted that this omission was not the fault of the Locum Executive Officer.

Re: council minutes
- Anon (5th Sep 2018 - 21:29:32)

Looking on the Charity Commission website then a return has been submitted as recently as September 2017 so think you're barking up the wrong tree Shauna.

Re: council minutes
- helen (6th Sep 2018 - 08:31:57)

There are at least two vacancies, perhaps people with a lot of time to spare for the unpaid work will step forward.

Re: council minutes
- MJR (6th Sep 2018 - 13:34:39)

There will be a by-election for the two vacancies on the Parish Council on Thursday 1st November 2018. Nomination papers can be obtained from Hannah Seeley EHDC Electoral Services Officer

Re: council minutes
- Jane Ives (6th Sep 2018 - 15:26:23)

Finchie thanks for your post and I feel really saddened that I couldn't make it work despite a super human effort to bring about change. I stuck with it as long as I could but when you are accused of 'deeply personalising every issue' like that's a bad thing then you know change isn't coming very soon. For me every issue WAS deeply personal as I happen to very much love this community and really wanted to do something good and decent. But good and decent don't seem to be of any relevance to some councillors.

Incidentally, Michael Croucher is now Chairman.

So, there are 3 vacancies on the parish council currently. 1 is a co-opted place so anyone can apply directly to the parish office for this one and councillors can choose whether to take you on or not. The other 2,as MJR has written, are up for a by-election. That's because more than 10 residents wrote to the District Council saying that basically they weren't happy that the parish council could choose who filled these spots, they wanted the community to be able to choose. Hurrah to that I say!

What is needed now of course are at least 2 residents to put themselves forward who are willing to give a few hours of their time a month to serve their community. If I tell you there is nearly £200k of developers contributions waiting to be spent on projects within our community then maybe that'll motivate someone to want to get involved and bring forward projects that the community needs. I did at least manage to get the Council to agree to using developers contributions for funding the replacement bridge in Radford Park. Nominations need to be in by 4pm on Friday 5th October. I'm sure many will wonder why on earth anyone would apply but actually why wouldn't you if you care about your community?

The beauty of standing for election now is that you need only be there until May next year when we are in the fortuitous position of being able to refresh the WHOLE parish council. We just need 13 people to stand for the 12 places available and then we all get to vote for a decent bunch of councillors who will serve our community well. Don't get me wrong, there are some fabulous councillors serving now but they are in the minority and I'm not expecting many decisions to be coming out of the council this side of May.

I will of course now wait for the trolls to attack me as I've been attacked over many many months. To those trolls, please put your real name to your posts like I have done. However, what has been so refreshing is the number of residents who, since my resignation, have emailed me, written to me and stopped me in the street to say how unhappy they are with the current state of affairs and that they really want to see a good bunch of councillors appointed at the next election. This won't happen unless people stand and unless people vote.

We have all moaned about the parish council for years and we have a real chance of changing it in May. I would be happy to hear from anyone who wants to talk about what they can do to bring about this change, so please email me on jives68@gmail.com.

Re: council minutes
- Penny (8th Sep 2018 - 10:55:26)

I felt very sad when I read Jane Ives’s post. She is a very genuine person who loves and wants the best for the parish of Bramshott & Liphook. She was a first class chairperson and did her very best against almost impossible odds. It only takes one or two disruptive councillors to wreck a parish council and many of us know who they are. Interestingly one of them has NEVER been elected to a parish council – always co-opted or there by default. Jane is right when she says the only way forward is for good and honest people to stand for election next May and hopefully the disruptive few will not be elected. Unlike District Councillors, Parish Councillors do not receive any remuneration at all. They give their time voluntarily because they want to make a difference to the Parish they live in, but they are not going to put up with constant bullying and harassment and why should they?
I do not live in the Parish but have many friends in Liphook and use facilities there. B&LPC is a big and important Parish and although the District Council have the power, they do listen to well run Parish Councils and are influenced by them, so a good parish council is not powerless. B&LPC also have 3 excellent District Councillors who are very approachable and pro-active. Let us hope some good and dedicated people put themselves forward for election in May 2019.

Re: council minutes
- Richard (8th Sep 2018 - 16:17:03)

Out of curiosity, what is the nomination process?

Re: council minutes
- Jane Ives (10th Sep 2018 - 19:58:42)

Thank you Penny for your comments. The whole situation is terribly sad but I am optimistic we can do something in May. Even now there is a definite keenness from many people to see change because they know that, whilst parish councils don't have a lot of powers, they do hold the key to providing community benefits like spending of developers contributions, improvements to facilities such as Radford Park, the Millennium Centre, grants to local organisations etc etc.

Richard asked a question about the nomination process. Basically if you are interested in standing in the by-election for 2 places which is to be held on 1st November, then nominations need to be in by 4pm on Friday 5th October. The notices of election go up just before that on Thursday 27th September which will give all the details of how to apply. The notice will no doubt go on the parish council website www.bramshottandliphook-pc.gov.uk

You can get nomination papers from EHDC by emailing or calling Hannah Seeley on 01730 234093
hannah.seeley@easthants.gov.uk

If more than two people stand then there will need to be a vote. If one or two people stand then they will automatically be elected without the need for a vote. If no one stands then the parish council get to choose people and co-opt.I'd personally like to avoid that scenario.

Happy to talk to anyone who's interested about what's involved etc. Please contact me jives68@gmail.com

Jane
