Too many kittens

does anyone know a lady who lives somewhere in The Mead Liphook. She owns one or more cats and does not have them spayed or neutered. Also perish the thought, not vaccinated.
Consequently every year we have several kittens roaming around Peverel Court and Hanover Court in Tower Road.
They are very thin and hungry and at Hanover we have mature trees and many birds which are often killed.
can anyone shed light on this situation?
