Compost bag/rubbish

I just wondered if anyone knew why there is regularly a compost bag of rubbish on headley road near the coop? This happens about once a week and ends up all over the road as cars hit it so us and our neighbours are having to clean it up. I can't understand how or why it gets there! Thanks all

Could it be that this was left by the same person who left a large tin of paint in a black bag next to the litter bin.
It was too big to go in the bin ( I know because I tried to put it in), within a couple of days someone had booted it over spilling red paint over the grass and pavement.

Also applies to the one left outside the gate of 2 The Avenue. Put out a week before collection and often tipped out over the pavement. What can we do about it. Have told Council, not interested.
