Litter at the Green

The problem:
The litter over the Green in disgraceful. I have lived in Liphook all my life and I have never seen so much litter. Seriously. Just because you hang around in a small dark dingy corner at the back of the Millennium hall doesn't mean you can treat the Green and Liphook with so much disrespect. You think drinking alcohol, smoking and doing drugs is cool, seriously, grow up. It is your future you are wasting. You are ruining no one else's. The only thing I ask is that you don't waste other peoples time, cleaning up your mess and your future.
The fix (maybe):
In my personal opinion there are two ways we can stop litter over the Green and in the rest of Liphook, as this is not just a isolated area.
The first choice:
The council put up working cameras around the Green and in the rest of Liphook fining anyone who does litter.
The second choice:
We do a Name & Shame where we put Name people on the Internet who do litter and Shame them for what they have done.
The conclusion:
As the local council have got literally no money what so ever it will probably be easier and a lot cheaper to do a Name & Shame. What do you think?

Just suppose you name and shame the wrong person? However all in favour providing you can absolutely be sure 110% of the time you name the right individuals and you can absolutely guarantee no mistakes.

Litter is horrible, but CCTV cameras just get vandalised. It does not take a genius to find the camera and smash it up. Also in the dark the film quality would not be great.

As regards the Parish Council having no money - they are sitting on over £500,000.00 of our money and are planning another rise in rates for next year!!!
