cable ties

whilst walking up headley road i nearly had my eye taken out by some idiot who had put cable ties round a post and left the ends sticking out facing the pavement i almost caught my eye on the offending item while i appreciate poeple must put up posters using them these two had no poster perhaps it had been removed so if so why not remove the cable ties or even when putting up posters cut the ends off
