Should there be a law banning the use of mobiles whilst pushing a pushchair/pram. They seem to have trouble steering with one hand,

For real? And who do you suggest polices this if your law comes into effect because driving whilst using a mobile is illegal yet there are plenty of people that do use them and get a way with it. One example of lack of common sense/incompetence means new laws for all? Is this what it means for the UK to set it's own laws in the light of Brexit?
