Why do we have double yellow lines?

I'm fed up with the amount of vans, lorries and private cars who think it is acceptable to park on double yellow lines around the square, outside the pharmacy is especially bad. This morning it was a fool who decided to go to the cash point, blocking a lane between the roundabouts! Stop turning me into a mad ranting woman, there are enough of them around already!!!!

Blue Badge holders can park for up to 3 hours on double yellow lines, so if the pharmacy car park is full (which it more often than not is), then where else would you expect a disabled person with a blue badge to park?
Loading and unloading on double yellow lines is permitted.
