Fake charity collection bags

Live in Liphook and receive numerous charity collection bags every week - most seem legitimate enough.
One came through the door this morning however, which claims to be collecting for 'cancer prevention' in Lithuania.
No charity number to be seen, (in fact the word charity is not mentioned anywhere) instead they are collecting for a company called 'Azzara (registered in Lithuania No, 124013046)'.
Wouldn’t presume to comment on the legality of what this company is doing - they do not claim to be a charity (although it is certainly implied), however I typed "fake charity bags" into Google and the link below was one of the first results.

Intersecond Ltd have been collecting clothes on behalf of the Azzara / "Do Not Delay!" Lithuanian charity for quite a while - all over the UK.

Wherever they collect they're acting illegally if they haven't obtained a charitable collection licence from the local district council's licensing department under the 1939 House to House Collections Act.
The crucial thing is to contact your council licensing department IMMEDIATELY you get the leaflet/bag. Check they haven't got a licence - and then get the council (in conjunction with the police) to intercept the collection on the day it takes place and stop it.

I have just received a leaflet from THIRD WORLD CLOTHING COLLECTION, did a quick search and found out they are not a charity but a company making money from the clothing and not helping the third world or anyone else for that matter!
I contacted the Council as the above message said to try but was told that there is nothing they can do and I should try trading standards, which I have done but they also said they have no power to stop them!!!
The only advice I have got is not to give them anything and I hope everyone in Liphook will do the same.

Have received a bogus 'charity' collection flyer from SHC Collections Ltd - flyer is bright yellow with red headline 'Third World' Clothing Collection.
Checked them out on the Charity Commission website and they are not listed! Also, doing a little more digging online it looks like this is purely a money-making venture posing as a worthy cause. Beware.
