Penally Farm, Hewshott Lane - redevelopment

Helical have now submitted their planning application for the redevelopment of Penally Farm. Helical are proposing to demolish the existing farm buildings and construct 4 large luxury homes.

Looks very nice, its nice to see small developments rather than these large estates that are going up.

one thing to rememberr in this proposal is that it is proposed on farmland, outside the settlement boundary to replace farm buildings. The access is also onto an already congested narrow country lane. There is a question mark in my mind, with all the large developments in the pipeline eg church centre and lowsley farm, whether this is needed? Develpment has to been seen to fit into housing requirements for the area.

Hi Barbara

These appear to be 4 fairly large houses in a secluded area, which will sell at a premium because of that. I suspect that Church Centre (Silent Garden?) and Lowsley Farm will not have any houses that would attract the type of buying who would consider Penally Farm.

Therefore, I would suspect that there is a valid need for this type of development.

The schemes that Barbara cites apparently involve a mix of housing types.

The fact that they don't involve any units on the scale of what is proposed here (and therefore not on the same scales of lucrative capital gain) doesn't detract from the fact that this so-called development is not necessary.

I would hope that EHDC will sensibly conclude that it will not impact any perceived housing shortage should it fail to get approval.

there are other considerations other than whether the plans are in a secluded area. A lot of what is now housing estates in liphook was rural land once This area is considered countryside outside the settlement boundary, in agricultural land. The inference is that I could now buy a field at perhaps 20k for 2 acres and build 4 lovely big houses on it. What is to stop me?

Hi Barbara - I guess if it already had a bungalow and derelict barns that nothing would stop you.

In fact it is actually possible to do exactly what you are suggesting even if there is no current dwelling - just takes a little longer and a little cunning to get around the planning laws ! But it can be done.

You will probably only get away with a single dwelling though.
