Aston Wood - Hill House Hill

Just saw on the EHDC web site - that quite a number of Lihook sites are earmarked by EHDC for potential housing...

easthants.gov.uk/ehdc/planningpolicy...

...not least of these being a large pocket of land near Conford called Aston Wood. The decision regarding which of these sites will have the go-ahead is due in September after which planning requests will be invited.

Some of the areas cited are totally innappropriate and completely speculative; in fact they ALL ARE apparently according to the EHDC rep that I spoke to but this is how inappropriate applications start life and may end up with the thumbs up as people often don't know that plans are afoot!

Does the Parish Council monitor all this?

How interesting. I wonder how these little pockets of 'green' are identified in the first place? Is that what that plane does when it goes over and over again - takes photos of green plots....

It will be interesting to see what happens to the strip of land down Passfield Road opposite the club. I don't suppose the people in Club Cottages will be too pleased!

Suggest that others have a look to see what is earmarked.
Have just noticed that they have earmarked our garden in their great plan of things.
Do OUR council have ANY say on these matters or is this a closed shop as well.

most of this list is land put forward for possible development by the owners of the land, it does not mean it will automatically become housing, as it depends I think a lot on whether the housing requirement for Liphook has been already met. Mrs James head of planning on the Parish Council is the person to contact to explain it better than I, she is also on the planning committee of the District council..The next planning meeting for Bramshott and Liphook should be in August, if you dont speak to her before then, ask her at the meeting.

Whilst I understand the speculative nature of a lot of this assessment if you actually map out all these potential areas together it does seem that majority of green space in and around Liphook is under threat. As an example this suggests we could end up with houses bounded by the A3 all the way from the A3 services to the Headley road and then across to the other side of the of the Longmoor road. How the roads and local services would cope is beyond me.

I raised this many months back when the SHLAA was open for land owners to submit possible land for development - I've trawled through Talkback topics but no joy.

Although a lot of land is covered, as mentioned, it is just ideas of possible locations which land owners etc have put forward and by no means a list of definitive areas for development. One assumes they will undergo the planning process as per usual. A 'longish' time frame is probably in mind too.

I did send a note to the parish council and in the conversation I had with a rather flippant member of EHDC's planning department it was confirmed that housing needs for the area have probably currently been met and that not everything cited here will be considered. So it is true that this is probably just land-bankers having a speculative "go".

But, some of it will be considered and those areas that are not can be presented again for consideration!

Interesting to note that even though Bohunt Manor is now, in the main, part of the South Downs National Park it is still under threat! Yes, the same EHDC rep was quite adamant that land that is part of the National Park does not necessarily exclude it from building. Surely, if it's part of a national park then that is what it is and should remain! Not to be turned into a housing estate!

Anyway, it is worth keeping an eye on this part of the EHDC site as occasionally the strangest and most unlikely of areas crop up.

It would be a travesty and a tragedy if Liphook's remaining green spaces were to end up being trashed by housing developments. It would hardly be contributing to any "green" ambitions/visions which either the council or current/future governments covet.

Interesting that a couple of months ago I saw Gordon Brown on TV stand up in the House of Commons at Prime Minister's Questions in response to a question regarding planning policy and he made it quite clear that it was the policy of this Labour Government to build on Brown Field sites (no pun intended) and not Green. He should come to Liphook where the government Planning Inspector came from Bristol and allowed building at Silent Garden - which from my window is looking very green ... for the time being! Ba humbug!

Editor - me again! When do I ever contribute to this site but ... Mr S has just corrected me! Apparently, Silent Garden is a Brown field so I stand corrected - if saddened at its forthcoming development ....
However, the other sites listed on the original post may well be Green - but for how long!?

I received this from EHDC:

"...East Hampshire District Council’s website shows all the land put forward by prospective housing developers and landowners as sites for the Council's Strategic Housing Land Availability Assessment (SHLAA). The specific sites that will continue to be included in the SHLAA will be published on EHDC’s website in September after the Council has made decisions as to their suitability for housing. The draft SHLAA report is going to the Council's Development Policy Panel (DPP) on 30th July and to Cabinet on 9th September. Appendix 7 of the draft report lists the greenfield sites which have been successfully tested against the SHLAA criteria. Land at Aston Wood is not on this list. The list of successful SHLAA sites could change however as a result of the DPP and Cabinet Meetings..."

A simple Google search by me found it for sale as a commercial site only - Clarke Gammon Wellers for I million. This may not be current of course but more recently than 2009.

It would appear EHDC are likely not to publish their next version of the new local plan until the autumn 2022. That will have the final allocations for housing sites in East Hampshire (excluding the SDNP). The current draft plan allocates around 150 new homes for Bramshott and Liphook.
I think of more concern is the fact that Bramshott and Liphook Parish Councils Neighbourhood Plan has actually shortlisted half a dozen new sites for housing within the Parish to be included in the forthcoming NDP.
They say that these sites can provide community benefits, which is great, but no land owner is going to give up land for sports pitches when it could be developed for housing too. A number of their allocated sites are for housing only.
I'm no planning expert but I would imagine that each site would need to have planning for 200/300 houses before the land owner would provide land for sports pitches/community benefits free of charge.
Why would anyone vote for more than doubling the number of homes (or even more) being allocated for a sports pitch, especially when you look at the location of some of the sites and the affect that number of houses will have on the village centre and infrastructure.

I was present at the Parish Council Planning Committee meeting in 2019 when the proposal for building on Devils Lane and surrounding fields was being discussed.

The subject of new public amenities came up and somebody asked if a new surgery might be included in this proposal. The answer from the Parish Council was "But people don't use surgeries anymore, they dial NHS direct instead."

I came away feeling our Parish Council is alienated from reality and don't give a **** about any of us. I did make a note of the Parish Councillors' name. When one sees what other parish/town councils in our area do for their residents, ours are letting us down terribly.

Appalling value for money.

Helen, I refer to the running costs of a parish council. Yes I do know they are not paid.
