Pavement opposite the parish office

Opposite the parish office on the Midhurst road there is a crossing point and on either side of the road I seem to recall that there were dimpled paving stones that suggested the crossing point.
About a week ago a hole was dug in the pavement on the side across from the parish office and now the dimpled stones have gone and the most uneven piece of tarmac I've seen in a long time has gone in to replace it. Surely all repairs should put the pavement back to the state it was (or even improve it!) and not leave such a mess?

You should post your complaint on the Hampshire Highways Agency web-site. They have made a big public deal about improving the highways rather than tearing them up and making them worse but it seems their contractors do not share that vision.

There was a water main burst on that side of the road the other day. I suppose the water company just dug a hole, repaired the burst, and then filled it in. Are the utility companies obliged to restore a road/pavement to its previous state? I somehow doubt it judging by the condition of the roads etc after the various companies have dug them up!
