(Editor: assuming I am the Heather you are referring to, I took your comment as a challenge, but I'm not sure if I have found the correct record.......)
E White:
Are you certain that your father's middle name was Louis? There is only one Richard L White recorded as born in England in 1900, but this was not your father as this individual's middle name was Langford, and he was born in Yorkshire.
However there is a record of a Richard GEORGE White born in 1900 in Hammer (Linchmere) which is a couple of miles east of Liphook.
The 1901 census shows that he was living with his parents at Hatch, Hammer Bottom, Linchmere, West Sussex, age 1.
The household consisted of
George White age 32, a general Labourer, born in Bramshott. his wife Margaret Ann age 34 born in Folkestone Kent, George's brother Mark age 41 a broommaker also born in Bramshott, plus 5 children all born in Linchmere:
Amy Catherine age 9
Edith Dorothy age 7
Ellen Margaret age 4
Thomas Spencer age 3
and
Richard George age 1
Richard George's birth was registered in the 1st quarter of 1900 in Midhurst, reference 2b 391.
If this seems likely to be your father, you can obtain a copy of his birth certificate online
www.gro.gov.uk/gro/...
quoting the above reference. It costs £7.00.
Hope this helps!
