paper boy

It must of been about six this evening we pulled into the Lloyd's pharmacy carpark and nearly hit a paper boy on a bike! He was dressed in dark clothes on a dark bike..no helmet either..
He had no lights or high vis.. So lucky he wasn't hurt.
Who let's their kids go out on a bike when it's dark dressed like that?

I`m surprised that the owner of the paper shop where the boy delivers from does not make sure that the paperboy wears a hi viz jacket - lights on bike - wears a helmet etc etc.

I should imagine Woo that he doesn't deliver for a paper shop being 6pm in the evening, I would take a guess that he delivers the freebie newspaper and they just leave the newspapers on the paper boys doorstep so they have no idea how he's kitted out to deliver them.
