Weavers Down - Potential site of new golf course

Does anyone know why much of the fencing around the two fields (which are both common ground between Langley & Liphook) has been pulled down and left on the ground. It is dangerous for dogs and other wildlife as the barbed wire is now under foot. The site now can not be used by the cattle for pasture so are now in the woods
I will leave it to your imagination as to why this this has happened and by who.
