Trench across London Road following new house bulding

Has anyone else noted the condition of the road directly in front of PRC following houses built to the rear?
Looks as if a trench (for utilities?) was dug across the road - I suspect to bring utilities to the new houses at the rear of PRC. However, I hope it's not actually finished as it is another example of contractors failing to return the road to its original condition. The 'trench' is still c. an inch lower than the road it cuts across, meaning it's already turning into a pot hole and I certainly find it necessary to cross it at a very slow speed (not a huge problem, but also not the point).
Who is responsible for ensuring this gets attended to?

Whoever dug it up should be responsible, but they have around 6 months to complete a final repair... It would be Hampshire County Council who would need to enforce this though.

yes this is very annoying me and my partner live next to PRC and all the cars and lorries going over it in the night makes a horrid noise we were going to ring the council about it ?
