Longmoor road parking

Can someone clarify if the new parking area opposite the layby on Longmoor Road is specifically for the bodyshop garage further up the road?
Today there are 8 vehicles belonging to the garage, parked both in the layby & on the new drop off point opposite the school gate. Most frustrating given parking is already scarce , nowhere to pick the kids up now & it must be frustrating for the residents of Longmoor Road.
