Railway sleepers and gutters

Can anyone recommend a local person/company to help us with a couple of jobs at our house?
1. We are looking for someone to deliver and fix some railway sleepers to re-form a raised veggie bed in our garden
2. Our house gutters are blocked in places, so we need someone with a long ladder who is prepared to get up high and clear them (the only other suggestion we have had is to hire a cherry-picker which is very expensive).
Any recommendations would be gratefully received!
