Carte Blanche to block roads as they see fit?
- Dawn Hoskins (14th Oct 2008 - 08:55:03)

I know…What would be THE MOST DISRUPTIVE time to deliver and unload diggers and dumper trucks etc to this site right opposite Bohunt school???

Yea..lets go there at the beginning of the school run, but not unload. Lets just sit right outside the gates blocking the whole road - and just twiddle our thumbs.

When the rush hour is over and there is no one left to annoy, we can get the vehicles off the lorry.

Good plan or what?

Application Number: 37866/005
Site of 94 & land r/o 98-102, Longmoor Road, Liphook, GU30 7NX

PHASE ONE, TWELVE DWELLINGS FOLLOWING DEMOLITION OF 94 AND 96 LONGMOOR ROAD

These are the only conditions I can find which seem relevant to screwing up the school run. It would seem that despite it’s dangerous position no condition has been made to ensure vehicles do not obstruct the school entrance at school opening/closing times. I wonder why?

9) In the interests of highway safety. Details of the provisions to be made for the parking and turning on site of operatives and construction vehicles during the construction period shall be submitted to and approved by the Planning Authority in writing and fully implemented before development commences. Such measures shall be retained for the duration of the construction period.

10) No development shall start on site, including demolition, until details of protective fencing, including timescale for implementation has been submitted to and approved in writing by the Local Planning Authority. The protection shall be erected around all trees, shrubs and other natural features not scheduled for removal and shall be retained for the duration of the works and shall be in accordance with the recommendations of the appropriate British Standards unless otherwise agreed in writing by the Planning Authority. No unauthorised access or placement of goods, fuels or chemicals, soil or other materials shall take place inside the fenced area.No burning of materials shall not take place where it could cause damage to any tree or tree group to be retained on the site or on land adjoining. No soil levels within the root protection area of the trees/hedgerows to be retained shall be raised or lowered. Reason To ensure that trees, shrubs and other natural features to be retained are adequately protected from damage to health and stability

...a bit like the firm that parks numerous vehicles outside the flats where the Jet garage used to be, blocking the road near a bend and at a junction and making passing them dangerous. The condition of building here was no street parking but the buggers break that condition every day knowing tthat no-one will report them.

It's not just contractors it is the general public! I was stuck in my own Drive down Avenue Close yesterday afternoon for 15 mins!
When the owner of the car eventually appeared she seemed to think it was my fault for wanting to leave my property to take my children swimming while she was picking up her children!
Well be warned RED MAZDA lady I have your reg number as do the police and I will be just calling the police there and then in future because I am fed up with it!
Nobody has any consideration for anyone else, young or old and then wonder why there is so much violence and anger around!
There I'm done now!

Hi there Christi,

I have every sympathy with you. As a resident of Avenue Close you must get blighted by inconsiderate drivers regularly in the morning and the afternoon. I would suggest that if you have an appointment close to the school run time – you should take your car out of the drive so that you don’t get blocked in. I know that in the utopian society we dream of, the onus should not be upon you to pre-empt this deliberate blocking in – but I imagine that it is a regular hazard of living next to the school – so rather than miss an appointment, perhaps you should assume that you will be blocked in and move the car first.

Stupid / thoughtless parents are one thing, however, when construction site workers deliberately breach planning conditions, that is another.

At least the planners have actually placed the condition on the [Jet Garage] flats – I find it incredible that with such a precarious access and so much potential for completely stuffing up the morning rush hour, that the planners for the Bohunt site neglected to consider it an issue.

If phase one is 12 houses, I dread to think what phase 2 will be!

I appreciate what you are saying Dawn but I have to say that I should not have to fight my way into Avenue Close to get a parking space to then collect my son from school and then take him for a swimming lesson!
Some may have the luxury to be at home and have the time to set off 45 mins before school comes out to park, I certainly do not!
I am also aware that many people say that people in Avenue Close/ The Avenue do not have the right to complain as the schools were there before the houses! Well in my case that is untrue! Not to mention a pathetic argument, you should be able to access your property at anytime, I just hope that Highways do go ahead and make Avenue Close double yellow lines except for the marked parking bays.
As for the contractors why does no-one complain to the council/police etc? If they are breeching the planning conditions report them!
I do get annoyed when so many people want to complain about things but not to the relevent people!

Christi

You do have my utmost sympathies. I used to live on a road that had a Wednesday market right opposite. The number of times people did exactly the same to me got so bad that I gave up complaining to the police, took photo's of the cars, times and number plates and posted them to the council myself. Within 2 weeks police cones were placed prior to the market and removed later.

The same may not be applied there, but it may encourage the yellow paint brigade!!

Thankyou Sue,
I will speak to the lady who co-ordinates with the police and council and suggest we begin gathering photographic evidence!

Hi there again Christi,

I know that the general population seem to moan at the school gates about this and that - but do nothing to make a difference.

I can assure you that I am not 'backwards' at coming forwards - most people know my name [School, local police, planning authority, local councillors etc] as I always take the time to report incidents to the correct and appropriate authority.

That does not prevent me from discussing problems at the school gates (although I am rarely there) and on forums such as this. Please do not presume that because I have raised a matter here - that I have not also reported it elsewhere.

On your point that we all have a right to access our property at all times - I completely agree with you. However, seeing as you live next to a school, and seeing as there are a number of thoughtless drivers who will most definately continue to block your drive when there are no other places available - YOU have to be the one to take pro-active steps to ensure that you do not miss your appointments.

If you don't want to nip out before hand, to a position that will not be blocked, perhaps you could try placing traffic cones outside the driveway? Or, how about just leaving the car across your own drive if you go out during the day prior to your swimming appointment.

All of these options should not be necessary - but sadly there seem to be more bad drivers than good drivers on the road - and you can't legislate against stupidity.

All the best to you
Dawn

I notice that you say you were in the Avenue before the school.

The school was built in 1973, so you must have noticed a lot of changes over the years. 36 years ago - every one walked to school, and I imagine that when the planners put those (very few) parking spaces at the entrance they never imagined the traffic chaos that would arise by
a) putting a school in a dead end;
b) not providing adequate parking

As an original resident, I wonder what approach the local authority used to pursuade you that the location was a good and well thought out idea? I would be very interested in the arguments that must have been used.

Seeing as the planners did not see fit to prevent contractors from parking in front of Bohunt and therefore causing havoc in the rush hour, I think we should set up a ‘NAME AND SHAME’ list!!!

Todays offenders are the lovely people at Foxdown Construction. Who according to their web site are committed to providing a professional service (ha ha ha)

Should you wish to remind Foxdown Construction that it is not outside the realms of possibility that they could park inside Bohunt car park / on their own building site / in the Anchor / down the road / somewhere else generally!!!

The Contacts on the site are: tel - 01825 749389
e-mail: info@foxdownconstruction.co.uk
or - davehiscock@foxdownconstruction.co.uk
or - daverandall@foxdownconstruction.co.uk

Go on!!! I dare you!!
