Dispersal Zone

I would like to publicly thank all those involved with the successful implementation of the dispersal zone in Liphook over the summer months. This has made such a difference to the residents in this area and has provided us with a much more enjoyable and relaxed environment without having to be disturbed by all manner of anti social events. Well done to the Police, EHDC and the Parish Council, this is a fine example of different sections of the community working closely together and long may it continue.

I agree wholeheartedly Barry, however the next step is more difficult. As a village we need to find ways to inspire those same people we have shuffled along to play a useful part of our community.

This is already underway Claire. Over the last few months meetings have been held involving the groups I mentioned earlier which included young people from the village and as a result an evening was held at the Millennium Centre. There were quite a few attendees and apparently it was successful. More evenings have been requested which I believe are to be organised. Of course it won’t catch all but at least it is a step in the right direction.

So, it seems that less than a week after the lifting of the Dispersal Order and we are back where we started.
Early risers will have noticed the trees festooned and the Midhurst Road carpeted in a soggy mass of toilet rolls.
Then there was the mass dumping of twenty or more Sainsburys supermarket trollies down the steps leading into the Midhurst Road.
Where do we go from here?

OK Paul, seems I was a little premature.
Just as we think it is safe to venture out it seems we have another problem to deal with. I refer to the unacceptable behaviour of hardened drinkers in the village who get kicked out of the Green Dragon at 2am (yes, I said 2am). Having tanked up at other pubs around the village up to 11 or 12pm they all pile into the Green Dragon who are licensed by EHDC to serve alcohol on and off the premises up to 2am Monday to Sunday. It seems that these are, in the main, not underage drinkers but of an age where they should be able to behave. Toilet rolls strew across the area, Liphook in Bloom bags waiting for collection emptied out all over the road and of course the trees being hacked around. These are just examples of the sort of things people living in the centre have to put with. I don’t know if the Landlord or Landlady of the Green Dragon read this post but Isn’t it time that they took some responsibility for getting their customers drunk to the point where these acts of pure vandalism occur. I would be nice if the Green Dragon took action to stop this happening but if they were unwilling or unable to do this then the Parish Council could and should call their license in for review. An application for review may be brought by a resident or the local Parish Council regarding a pub if they have a valid complaint. The complaint could be on the basis of noise issues, disturbance and public nuisance, all of which seems to be happening here. Nobody wants to be a killjoy if people are behaving responsibly and there not any problems but where there are issues something has to be done. I do hope the police; councils and publicans can work together on this and share their responsibility sensibly

The acts of vandalism you describe are definitely not acceptable, but is it fair to blame the Green Dragon?
Ok they may have been aware that there were some exuberant drinkers, but would they have imagined them leaving the premises and doing that!
Do you know if by any chance they did make the Police aware, and like the post from those that have reported disturbances the police take hours at certain times to respond?
Having worked on licensed premises for over 6 years, (a brief time in the Dragon!), you do the best you can, and just because they misbehaved outside, will not necessarily equate to bad behaviour inside.
The nitty gritty is the time granted to a Village pub to remain open, and it would be best to approach the council to review their licence hours

I would be interested to know if anyone did report that mad men were lopping branches off trees in the middle of the night.
As far as I have heard, there has been no one 'in to help police with their enquiries' as of yet?
any news?
