Carnival results

Little confused by the Carnival results.
How can the voice win best overall, when they came 2nd in their category?
I have no issue over who won, it was an excellent float! However I do have issues with it not being deemed best in pubs and clubs, but is the best float out of all the entries. Surely the best float overall must have won their category?
