From looking at the South Downs National Park website is was Community farm building put forward with then withdrawn and then resubmitted again!

No Objection. The application is to erect a barn using traditional materials to support the activities of the allotment holders on this site within the SDNP. The building is an attractive building and an appropriate response to the local needs. The application will not therefore conflict with purposes of the SDNPA.

The application is for construction of a new community oak barn on part of the designated land at Bohunt Manor, Portsmouth Road, Liphook, following implementation of the associated community allotments approved under separate planning permission. The community farm building forms part of the proposed Liphook Community Farm development, on land to the west of Portsmouth Road. This consultation relates to a resubmission of the full planning application for the site following relocation of the proposed barn into the area proposed for visitor parking. The application has been
considered based on the information available at the date of consultation and relates to the layout indicated on Macgregor Smith's drawing number 999-005 (Community Barn Plan).
The proposed community farm building lies within entirely private land, with no direct frontage onto the existing highway network. The building is set back sufficiently from the existing carriageways that there is considered to be no risk of vehicles associated with the community farm or allotments parking within the public highway. It is noted from the drawings provided in support of the Application, there is a parking area associated with the community farm development, to the north-east of the proposed community farm building. The Applicant should satisfy themselves that sufficient parking provision will be made in relation to the proposed development. The proposals raise no further concerns to the highways authority.
In view of these consideration, no highways objection is raised in relation to the proposals.

No objection - please apply an informative advising that there must be no dumping, storage or mixing of materials in proximity to the protected trees to the south.

Comment:Object on the following grounds:
1. outline application for allotments (39366/011) made no mention of any buildings connected with
the allotment site;
2. land now part of SDNP;
3. no mention of financial arrangements nor who would be responsible for the supervision,
management, maintenance and security of this site/buildings, which are described as
village/community facilities;
4. building too large &, in particular, too high;
5. would spoil view from Portsmouth Rd;
6. currently there are no allotments/plotholders, therefore no proven need.

Allotments for hire at five times the going rate.
Barn gets built.
Lack of demand for allotments.
Planning application for barn conversion to residential.

The key quote being that there is no mention of financial arrangements of something that appears to be a village/community facility.
Who owns the building?
Who owns the land?
Who pays for it to be built?
What is going to be inside it?
Who is responsible for supervision?
Who is responsible for management?
Who is responsible for maintenance?
Who is responsible for and security?
Would this facility be offered only if the ‘gift’ of thousands of houses is given to the developer?
